Editorial: Cite RFC 8174 in Terminology section #79

Adopt the language of RFC 8174 to clarify that words such as MUST and SHOULD have their normative meanings only when the are written in ALL CAPS.

The spec does indeed have several places where those terms are written in lower case, with the intent of them having their normal English meanings.
